The ranking above covers 30 days. The directory covers everyone: every officer, director, 10% owner and institutional filer with a Form 4 on record, under the first letter of the name as it appears on the filing.
What counts as an insider
An insider is anyone the SEC requires to report trades in a company's stock: officers, directors, and any shareholder holding more than 10% of a class of shares. They file a Form 4 within two business days of the trade, so this data is days old at most, not a quarter behind like fund holdings.
The list ranks by purchase value, not by number of filings. A director who files ten times for small automatic purchases tells you less than a chief executive who buys once for several million dollars. Only purchases (code P) count, so grants, option exercises and tax withholding do not push anyone up the list.
Many of the biggest buyers are institutions, not people. A fund that owns more than 10% of a company files the same Form 4 an executive does, and its purchases can dwarf every individual on the page. That buying is a portfolio decision, not a view from inside the business, so read it differently from a chief financial officer buying their own company's stock.
