Why sector matters for insider buying
Insider buying is easiest to read against its own sector. Company officers know their industry's cycle, not the market's, so a cluster of purchases across several financials names carries information that the same number of purchases spread across unrelated industries does not.
Only open-market purchases (SEC Form 4 transaction code P) are counted. Grants, option exercises and shares withheld for tax are compensation mechanics rather than a decision to buy, and counting them would rank sectors by payroll size.
